One family owns a dozen apartment under the name of different family members. They don't pay any development cost. The management decided to renew the lifts by not providing access to the tenants of these apartments. Now the tenants of these flats pay high maintenance of these lifts without the benefits. The family has close ties with security head and even the nearby rent agreement office. Don't go by their initial behavior. You'll start to realize the problems once you pay the token amount. And even bigger problems start arising after payment of deposit. Do ask around from the neighbours to validate.
